Governor Richard Leche (pronounced "Lesh") of Louisiana--far right on the backseat--rides in a 1936 (I believe) Packard convertible. Three years later, Leche and the president of LSU went to federal prison for shamelessly bilking New Deal programs for millions.

If recent history is any indicator, not surprised about a Louisiana elected official going to jail back then either but with the rounded top of radiator grill, don't believe that is a Packard.

After I sent the pic, I began to have my doubts about the car being a Packard. I was mislead by what I thought to be the hood ornament.

Also, your observation about Louisiana politics is spot-on.
