I don't know what the item is, but the name Marchal is quite well known to prewar folks and even to today's off-roaders. It's a European (French) maker of autoelectric equipment probably best known for their headlamps fitted to high-end European cars in the 30s and later, and one of several other brands (Zeiss, Lucas, etc.) fitted to US cars exported to Europe up until US lamps finally met European specifications. The Marchal brand is still very much in the business of auto lamps.
PS - kind of fits, seeing as the car has spent time in Belgium.

I wonder what the knob is below the ashtray? Looks like an overdrive lockout but you can see the automatic quadrant on top of the steering column.
