Not quite following when you say
"Another thing I noticed was that when the check valve is fully installed, almost 3/4 of it is out of the hole it slides in." Been a while since I had one apart but IIRC, the valve slides a considerable way in and I believe the back spring seat is about half way if not slightly farther when installed. With the valve in, the only thing that sticks out is the uncompressed spring -- maybe an inch or two. Don't know which reference books you might have and it's not much better than the 51-4 manual but in the 46-50 SM, the Hydraulic section might have a couple of more pictures. There is a semi exploded view of the pump. If you have an older Motors Manual, some of those prior to about the 20th edition also have info on the Dura Pump.

I had the one 51-4 manual and the 46-50 explained it better. Still not much help.
I'm attaching pics of the parts and assembly in hopes someone might see something I don't. At least it might help others if everything in the pics are correct and my pump is just too worn out. Going to reinstall again now. I'll let you know if it works. By the way, its a 1953 Packard Caribean. i believe the plate over gears goes in with the lip up, then spring. i have one with same problem- makes u go nuts, please post how u fixed it!!! dell

Now that you mention it, I did see wear on the plate that looked different for the way I put it in. It sort of makes sense too for the lip to be up, now that I think about it. I'll try it in the morning and let you know.
Glad I posted the pics. You have a very good eye to catch that. Thanks to everyone for the help. I hope it works.

did not help, flipped it over no help. Maybe pressure went up some. Unfortunately have run out of time wife is mad. Have to spend time with my family. Hopefully I will figure it out, might just by a rebuilt. Ken

Probably the last update. I'm helping my friend on this pump and I'm starting to feel the check valve is too loose and sticking, but not all the time. Sometimes it will get about 200lbs to raise top and windows, but then just fail.
Looking at the close-up of the valve shows the part we touched up, but looking close, it's not in that good of shape. I just wanted to say thank you for the tip on the top cover being upside down. It was my mistake. Going to look at alternatives now. Thank everyone for your help.
