My former '37 120 had a very similar condition, although sometimes it could pull to the right when braking; I never knew which way it was going to go. A complete rebuild of the front braking system made no difference. It turned out that the kingpins were worn. You might want to check them out next.

PackardBob; Did you adjust the large eccentric pin at the top of the backing plate that centers the shoes?
