There are no WCD Carter carbs used on Packard, they are used on Buick, Pontiac Cadillac and perhaps Olds.
The bases are the same so one might have been bolted to your '51. Packard did use the WGD in the 50's, perhaps you could not read the casting clearly. If your car is a WCD and it has a starter switch then it's a Buick There is no such number as a Carter 65-364 metering rod, the numbers as you know are very small and can be hard to read. There is a 75-664 used on Pontiac. We have 1000's of Carter metering rods, most all from Packard dealer's stock, so it's unlikely we'd have one. A rebuilt carb is available. As noted by James in post #2 the 1951 200 models used a Carter WGD carburetor No. 784S, not WCD.
There should be a thin triangular brass tag stamped with 784S attached to one of the screws that holds the upper and lower white metal castings together. Correct metering rods are 75-722 Std, 75-767 1 size lean and 75-768 2 sizes lean for the Packard carburetor.

If you have no tag there is a 3 digit small # stamped into the bottom face of the carb, where the mounting gasket goes. Gives positive ID
