Any idea what kind of car FDR is riding in?

I ran across the pic of FDR at the Norris Dam dedication in Tennessee in 1934 on eBay and was wondering what kind of car he's riding in. Perhaps the steel wheels might give someone an indication of the make of the car.

that yoke-shaped radiator top
Packard, I'm not so good on 20's era but I'll say 5th series and let somebody smarter get this exactly right

Hood louvers rather than doors indicates pre-4th Series; 336 or 343? or perhaps 236 or 243?
