35 1200 parts and information

I bought my first Packard about 35 years ago and started to restore it, however seven other Packards crowded inline in front of it. I am starting to get back at it and have some question. one is what the long lug bolts in the picture are for ( to help mount the wheel?). BDC is going to look in his 35 parts for several items.
Is anyone actively working on a 35 or 36 senior at this time? After 35 years I have forgotten where some of the special bolts go. Dell

I believe these are the bolts that hold the sidemounts on.

Yes that is what I thought till I tried one out in the wheel support for the side mount. They are to long for the lock to work. Any other ideas?

The geometry of the lock is independent of the wheel securing bolts. Install as you depict.

The geometry of the lock is independent, however the lock bolt is only long enough to work on the short lug bolts. In the picture the threads of the lock bolt are started in the base. Or at least that is how it appears to me.

My sidemounts don't have a lock.

Sorry Dell but I don't have an extra license plate bracket or frame.

I have lots of sheet metal, suspension parts, engine parts, transmission and even a complete frame and some other stuff that I can't remember from the top of my head.
