The end grommets are available from Steele.
I haven't yet found a boot, but I haven't done an extensive search.

Don't think Packard used a boot originally but I believe a hydraulic steering stabilizer boot has been adapted before. There is a poster who installed something on a Bendix unit but didn't give a number or how it fit. Without a number it might be that you would need to find a local store with some stock or a catalog that has measurements in order to find something that would work for the Monroe.
There is an online store that deals in odd size boots that I have done business with before. Downside is their prices for the rubber specialty boots are generally higher than the aftermarket stabilizer boots. If no luck with a stabilizer item you can plug in the Monroe dimensions with needed extension length in the product search and they might have something that would fit.rubberstore.com/catalog/
