The steering gear box adjustments are given in the 1934 Service Letters which I are available on this site for you to read. From the left hand menu bar click on "Packard Literature and Manuals" and then select the year 1934. Scroll down the list of documents and select "Service Letters".

Good afternoon I am having trouble understanding the diagram clearly the locations E and F. that they are showing don't seem to be clear to me or either not on my steering box can anyone help with that ?

If still there after adj. ck the the Drag Link Adj. Ive found with today's roads i take the adjust down to 1 to 1/2 turn of bottom. Might look at the springs also - ive found broken ones.
