If someone with a known 6v relay could check and see if the same 3600-2 is stamped on theirs it might indicate whether that is a valid part number that could be used for identification. Perhaps the -2 is denoting a 12v model and an original 6v relay would be different with maybe a -1 or even or missing the extra number entirely.
Probably not much help since there is no way of telling if the relay was from a Packard or if it is the original fuse but Packard wiring diagrams say a 6v version would have a 30 amp fuse and the 12v has a 15 amp.

A Google search for RBM 3600-2 comes up with 2 links to restorecarsclassifieds.com that both show the 3600-2 relay for Packards with 6 volt systems
