Strange that it has carriage tractor holes on each side. I'm not an expert on documentation generation but i don't remeber seeing any form of printed material with tractor holes like that prior to the early or mid 60's.

It's a Teletype print-out. Teletype print-out pre-dates computer print-out by decades.
Edit: "Packard's production line was one of the most modern material-handling conveyor operations in the world. New from the ground up since the war, it represented an investment of $25 million. The line was controlled by teletype and carefully synchronized, with parts flowing to cars from both sides on three levels of factory operation." -Packard a History of the Motor Car and Company, Kimes, Second Printing, page 534

I found the one for my '47 neatly tucked between the fuel filler tube and the whistle tube.

Without this slip it's impossible to tell the original VN of a factory-renumbered car, that is one of the -9- or -5- cars (a 22nd series 1949, or a 23rd series 1950), though the Briggs # can often give a substantial clue of a renumbered car.
