Dry, both.
My Motor's Manual indicates 55-60 lb-ft for the 6-cylinder connecting rods, 45-50 for the Super Eight.

Double check the rod bolt torque to the Packard specifications! I once torqued mine to a 1956 Motor's Manual but the postwar sixes used larger bolts than prewar so using the specified torque on my smaller bolts, they stretched and had to be replaced.

I didn't check the 1937/1938 Shop Manual but for the 6-cylinder in 1939 Packard gives 715-725 inch-pounds,or about 60 ft-lbs. That's good agreement with Motors for prewar Sixes.

My MoToRs manual shows 55-60 ft/lbs for 1937-39 and 45-46 ft/lbs for 1940 thru 1947 for the 6 cylinder.

Normally clean and oiled will give you the best results for any bolt.
