Phillips is mentioned in Turnquist's book. The body styling is similar enough to be either licensed from Dietrich or purchased from LeBaron.
The maroon isn't totally off the mark from the Packard color, but it needs striping.

"Custom" in their name was to give them more of any upscale status. They produced only a few true custom bodies for individual customers. Phillips primary claim to fame was their prowess with designing and building convertible coupes and convertible sedans. Demand for both increased in the late 1920's to the point Briggs Body Co. acquired Phillips just to bring that savvy and know-how in-house. 1953 Clipper Coupe, $5000. Apparently the engine has been rebuilt, though the front end of the car is not fully reassembled. In primer, body work looks alright. Not a bad price for project car that looks like it's in decent condition. If I had space and time, I might consider picking it up and finishing it.

That '53 Clipper is a Sportster, one can tell by the hardtop-style door panel visible in this photo. The stainless steel B-pillar trims aren't visible enough on the outside. The car has been for sale for years on and off on CL. It might be worth your time to investigate it further in the event it might be bought for a lower price.
