There are recommendations in Motors Manual and other secondary sources, Packard didn't provide those specs until later years. If no one else responds I'll get them for you tomorrow.

Rods: 45-50 lb.-ft. Mains: 65-70 lb.-ft.

Ask what ur Machine Shop torque them to for machining and back off to the Cotter Key hole from there.
