Does your car actually have two tail light bulbs per side or is possibly the single contact bulb for a turn signal. Wiring diagrams only show one tail light bulb per side and it is part of the function in the dual filament bulb with the stop light being on the other filament.
If it is actually a turn signal bulb you might see if a 1129 looks like it may be the same, That is the bulb used on other prewar models and cars thru 48 with factory turn signals and is 21cp, same briteness as the stop lights. Looking at the drawing of a tail light assy in the 35-41 parts manual which looks to be maybe a 41-2 style, they do show a housing with a second small bulb inside. No description of the function but parts lists that one as a #63. That comes up as a 3cp output which is the same as the tail light filament in the dual bulb. If either looks correct Napa along with others should carry them. Online they sell by the box but in store they often sell singles.

I am not near my 42. Two bulbs, lower I believe is tail and turn, upper is stop, Should be 32 candle power. Also lines on upper glass lens should only 2/3rds down the lens.

As I recall, my 1941 had only a single dual element bulb and was factory wired for turn signals even though it did not have them and all my 1940s were the same. I don't recall if there was a separate single element bulb.
