Yes. Fill it with some gear oil before you put the cover on. That will make it easily able to pull some oil up from the pan.

Some have suggested packing the pump with a light grease. I like Ross's suggestion better. I would recommend that when you are ready to start the engine to make sure you have oil pressure. Disconnect the coil high tension and crank the engine in short bursts until some pressure is indicated on the gauge. you can also remove one of the oil gallery plugs (lower right hand side of the engine) and watch for oil being pumped out while cranking the engine.

You don't have to. There might be a little bit of residual oil up there, but it's not a big deal.
