Very likely as it needs a solid, smooth seal in that area so that should be properly repaired.

Yeah that's what I was thinking but I figured I would ask other opinions on this matter.

Stupid question...did it leak before? If the gasket seats past the hole area then the hole does not come into play. Very likely though, if there is a hole there is a leak. Next decision is how to fill it? I think I see wood around the opening so a good fibreglas filler on clean metal will seal the hole as it is not structural in carrying a load, it will need to withstand the window gasket reassembly so you will need to look hard at how much metal is there now and will it take the load of installing the gasket rubber without flexing and potentially cracking the filled spot. Replacing with metal is best but having help with lots of wet rags to keep the wood from charring is going to be needed. Had to do it on a Model A and took a couple of volunteers in cramped quarters to get'er done, and most of a case of beer afterward!

I'm not sure if it leaked before. What it looks like with the new seal laid in there it may possibly leak. The owner is stopping by tomorrow to see it for himself.

I'm going through the bag marked "rear window vent parts" for this car and I'm having a hard time figuring out where this part goes. Does anyone know where this clip is installed?

It looks like, the one which holds the wiring harness as it comes up from the left side for the instruments, that is bolted to the left side upper hinge bolt.
One of the three bolts, that hold the door hinge. Depending on size it could be the one one the left(drivers)side at the spot Where the front body mounting bolt is,and used for again the wiring harness exit.
