Maurice (momo), I can't help with the unknown part, unfortunately. Hopefully someone else can do that.

May I take this opportunity to ask you about the fate of the 1938 Packard bought in Dagestan four years ago?

I have no idea! But there are some clues in the parts form.
It fastens to a round cylinder about 1 to 1 1/2" in diameter.
The receiving cylinder has two threaded holes to accept what look like 10-32 screws.
The screws only go in a few threads so it may mean that they would interfere if longer so this may mean the cylinder slides/telescopes on another cylinder.
The bolt on the top has two adjusting nuts that act as locking nuts too once set so that the bolt acts as a stop for a cam or rod, maybe even a piston that uses vacuum or air/oil pressure and needs this to regulate its throw.
The nuts themselves are specific locking type nuts to further define its use as a stop gauge.
Is there anything on the carburetor linkage where this could fit?
Does you car have an accessory that requires regulating a rod or cam from the dash?
Can it be positioned to act as a stop so that a panel such as a trunk/door/seat fits precisely when closed/opened?
Please let us know when you figure it out, I find it intriguing!
Bob J.

It almost looks like something off a distributor? Or something for the column shift?

Maurice, very kind. Thank you for the information and good luck identifying the mysterious part.

Maybe a part that belongs to the shift linkage?
