Yes, it just unscrews but space and clearance to frame is tight. Packard had a special shaped and thin short handled wrench but others have managed with a pair of channel locks.

Yes. Some of us have used channel lock type pliers ground down to make the jaws thinner as a tool to loosen the governor for removal and to tighten it when replacing. A special size spanner wrench was probably originally used back in the day, but the pliers work. We have found the governors are not too tight when removing because of the large diameter and fine thread of the portion that screws into the OD unit.
You guys beat me to the reply. Quick work. Sometimes one can just firmly grab the governor and unscrew it without using any tools.
