My 1948 Henney-Packard had them on both sides, probably because it was so much higher than a passenger car that it would have been impossible to reach otherwise! The Henneys for 1948-1950 had extra height added (about 5”) to the front fenders along with an extra row of grille bars to make them look better proportioned. That, along with 7.50X16 6 ply tires, made them very tall indeed!
