Looking to remove my rear tire. I got the lugs off but the tire is not coming off easily. Maybe it needs some more force or
Does the center nut with the cotter pin need to be removed? Is that holding it in pace as well?

If all lugs are removed…. It’s just stuck. Rubber mallet to the backside. Had to do this recently on my Toyota Tundra

It definitely should come right off if all the lug bolts are out. The large center nut is your axle nut that has to be removed in order to remove the drum.

Most likely a good wack with a rubber mallet on the back, as Cli55er mentioned, will pop it off.

While you're there, I suggest checking the big axle nut for tightness. They need to be very tight.
