You will need to remove the head, as well, to remove the spring it will need to be compressed in order to have the bottom washer clear the keepers that are nested into the lower valve stem. That allows the valve to be pulled up out of the block.
There are as many compressor tools as there are mouse traps! The general one is a large C shaped unit that sits on the valve face and pulls the spring up in a vise grip locking method, allowing easy access to allow the keepers to be removed. If the valve is stuck in the guide, it will take some twisting and prying to remove. Before you start try and aggressively clean the valve's stem so it will run up through the guide as easy as possible. Carb cleaner and a toothbrush sized wire brush help get some carbon off. The latest tool I picked up at a flea market to compress the springs allows entry though the valve chamber and gets the keepers off without removing the head. In my case it was to replace a broken spring. It works like a scissor jack and can be used in the tight space below the fender where I need to access the valve chamber, I am ignorant of your 28's layout, but is likely similar.  Good luck! Bob J.
