Is the spacer for the rear stud on the ornament, pictured here under the nut, supposed to go under or above the hood?

I thought it should go above, to support the rear of the ornament, but most images online don't show it.

I'm not sure about 1955 but on 1956 those were not there at all. On the earlier cars, they are not spacers as such but rather they are capped washers, the purpose of which is to hold on the ornament with it's locational bosses that were part of the casting sticking through the holes. Without them the nut would bottom out on the casting and not tighten against the hood.

56 Clipper didn't have it.

You might want to see if you can find those deep dish.
They use them for the push button.
Relays.

The '54 uses the cup washers as well. They go underneath. The ornament tappers, so there is not enough depth above the hood for screw boss, so it extends under the hood, which is why the cup washers are needed.

Thanks everyone, makes sense. For whatever reason the one on my 400 seems to fit the hood profile better with the cup washer above, so that's why I wanted to check.
