So it's possible that the larger size of cylinders makes it so the master runs out of fluid before the brakes are fully engaged. This makes sense with what I was seeing on my test drive. As seen in the video, braking at 50 mph was only slowing me down so much, even with the pedal fully applied. New cylinders, proper adjustments, and bleeding will hopefully solve an those issues.

What I find a little odd is that the BTV was the same for both Clipper and Packard so running the Clipper rear cylinders shouldn't be a problem, in that regard. Perhaps someone put fronts on all 4 wheels.

I'll measure when I get the old ones off, but I'm thinking they are at least 1 1/8" in the rear which is larger than the Clipper. Plus the Clipper had 11" drums vs the 12". Not sure how much of a difference that makes in regards to cylinder size.
