I don't think that's a stock piece but you have the earlier style bumpers that I am not overly-familiar with. Only one of my 1940s had them and I never removed them. If the rough car is yours, you have the later trunk emblem.

The photo's came in a book that the prior owner found in the car and it's hard to see in the photo but the hole in the bumper is the same as I found it.
This one other photo I have of it in that condition.

Neither my 37 nor my 54 has any type of reinforcement behind bar the bumpers.
Also, the 37-41 Parts Books does not show anything like this. As you said, it's was probably added to reinforcement the bumper for towing duty. ![]()
