Most of the lower end Clippers started out being fairly bare boned and almost no options. IIRC, those gloveboxes were just the cardboard -- much like another post mentioned was the way the lower end Clipper kickpanels were finished - and the lids did not have the plastic insert with the formed rudimentary and almost useless cup holder depressions or the later addition of the stretch pocket. I believe the Clipper Customs which later became the Executive had the senior item in both 55 and 56 or could be ordered with the senior gray flocked finish and lid insert but won't swear to that. With that in mind, there is also a possibility something happened and that is not the original glovebox. Possibly it was a bare bones version that might have been something a dealer had in stock or came out of a scrapyard car.
As time went on Packard did consolidate many parts and wherever possible they went to shared items if they would fit and had similar costs so there was only one part number to worry about. I didn't check the parts book for dates but if it is a later 55 or a 56 page revision that shows the same glovebox number it could be the answer, much like they did with the torsion level switch when the 55 version stock was exhausted and parts went with only the 56 version switch along with a small wire loom extension to make the change. As an extra attraction, the factory AC cars had a shorter glovebox by about an inch to allow clearance for the evaporator and it could be Packard later standardized on that one size for all.

All the gloveboxes were finished in the same way and carry the same number except the A/C boxes which were shortened. I think that box is not original.
You can buy them on eBay for $60... Don't bother making your own. It took me a while the one time I tried it.
