Really I would suggest browsing through the service manual as the process, location, and access panel are described on p. 28.

It's hiding under the carpet just in front of the front seat on the top of the transission tunnel. You can probably feel a bit of a bump under the carpet. I find it's easiest to roll up the carpet starting at the passenger door to get it out of the way.

I had no idea it was there, can't even remember how I discovered it, maybe the service manual, or maybe when I took out the carpet.

If you are really interested in the state of the fluid you are removing and the transmission, you can send a sample out for analysis. It will give a lot more information than the look and smell tests.

As a part of the 25,000 mile transmission service, Packard wants the filter screen cleaned when the fluid is changed. This requires removing the pan.
