According to his Russian owner its a 1938 Packard SIX with 100 hp.

"...In 1705, Emperor Peter I of Russia instituted a beard tax. Those who paid the tax were required to carry a "beard token". This was a copper or silver token with a Russian Eagle on one side and on the other, the lower part of a face with nose, mouth, whiskers, and beard. Check out that fur coat the lady is wearing in the pic just above. IT is a very full fur. Nearly impossible to find anymore. Probably not mink either but some very full type fur. I like fur (for the ladies) and variuos decoration such as blankets and so-forth.
Look at the sleeves of the fur. They have what appears to be the racoon type subtle striping. Sure take some big racoons to make that coat and a lot of them. That hat she's wearing. That is strange. Looks like a dunce cap with a white MInnie Pearl sales tag left attached.

Keith, the Lady is no less than Marjorie Merriweather Post a.k.a. Marjorie Merriweather Post Close Hutton Davies May (March 15, 1887 - September 12, 1973), the wife of the ambassador. In her times she owned the largest privat yacht in the world, the Sea Cloud, keel laying took place in my neck of the woods.
That's what I can do to follow the feminine thread of the story. The ambassador Mr. Davies has been a big shot. [picture source: wikipedia]
