Fast idle could be a vacuum leak

Judging by the amount of carbon on the spark plugs we were shown, I'd suggest the fast idle is due to a broken or misadjusted automatic choke which controls the fast idle cam.

Well, we went back today to start the 35 and still had to try about 7-8 times by pouring a little gas in carb each time. This time when it started running, we let it run about 5 minutes and I popped the gas pedal and she went down to that really smooth, slow effortless idle. It appeared it would have idled that way all day if we had let it.
Now for the 54 :( It almost starts but just won't, we poured a little gas in it's carb a couple of times and still wouldn't run for even short time. Everything is new on this engine--any thoughts? Sorry for being such a nag but we might as well tackle the problems while we can.
