My dad's engine has a steel line that runs diagonally through the exhaust manifold. It looks like it is supposed to be for the windshield wiper system.

I assume that its purpose is to ensure that the air being sucked into the pump is dry and/or will not ice.

The steel pipe has somewhat short stubs on it. How is the steel pipe supposed to connect to it?

The tube thru the exhaust manifold is the choke stove. It is a straight thru steel tube open on the bottom and fixed or pressed in the manifold so it can't fall out. It lets the automatic choke draw outside air which is heated by the exhaust gasses when it is pulled thru the tube and keeps the air from mixing with exhaust. The short tube which connects to the threaded fitting on the choke housing assy is straight on the manifold end and just slides into the end of the diagonal tube.

The intake manifold on your car should have a fitting at the end just above the fuel pump. That was the vacuum supply port for the wipers for those years. Other years had the port located nearer the middle under the carb so if you have another manifold it could be in a different spot. There may be another port at the opposite end of the manifold on yours. If the car had vacuum accessories like an antenna that port was typically used.

From the manifold port the vacuum goes to the exhaust side of upper section of fuel pump and then thru the pump and out the intake of the pump and on to the wiper motor.

Sounds like it rusted off, which is common from the manifold heat. They can be repaired - carefully. Having done it on the car, I'd suggest to take the manifold off. Or use an electric or manual choke.

...or, you could clamp a new length of tubing to the outside of the exhaust manifold. This is an easy temporary (or permanent) fix. You will need to plug the holes where the tubing enters and exits the manifold to avoid exhaust gas leaks. Ask Mal how this works.
