1929 Packard hub covers?

Does anyone recognise this wheel hub cover (not the hub cap). I have 3 of them and someone has marked them "Packard 633".
The do fit the hubs on my disc wheeled 633 but they certainly do not enhance the appearance. Maybe they are for a different type of wheel such as a wooden spoke wheel.
