I don't think I can be of much help on this, but I very much doubt Packard ever intended the drum to be serviced by re-machining the surface so I doubt very much there would have been a spec. for minimum diameter. I think you'd be much better off getting a replacement drum; TU cores and used but serviceable individual parts are easily available and you might even be able to find an NOS one from the likes of Kanters or Joel Ray.

I would think the only place you might be able to find that spec would be if the part is one of those where there is a blueprint. If you really wanted to chase it down rather than just replace then you might inquire with the custodian for availability and what size and price the blueprint would be.
