My 1934 Packard doesn’t charge the battery. The regulator was not working and I’ve had that rebuilt. It still doesn’t charge! The chap that rebuilt the regulator was unable to test the dynamo. He suggested I join the 2 wires coming out of the dynamo together and then connect them to a headlight bulb. Earth the headlight bulb. Revving the engine should light the bulb. Does this make sense? I’ve tried it and it didn’t power the bulb. Any help appreciated.

Perhaps your charging rate is set too low, have you tried adjusting the 3rd brush for a higher rate?
