According to Google Image search this is from a 1933 Cadillac. This thread on AACA appears to show it unbroken doppelganger, right down to the background.

Looks like a Cadillac « heron. ». More of Harley Earl’s copying of Hispano Suiza.

Not Packard and probably not worth repairing if the purpose is to sell for profit. It would cost far more to fix it than you could ever sell it for!
