0-90 was a pretty standard GM number for a lot of years and since Packard used either AC as did Chevy in that year or Moto Meter Neco, that would be a pretty good guess. If no one comes with positive info, you could buy a few resistors or a linear taper potentiometer and substitute to see what the gauge looks like.
