Didn't 1938 have paper data plates? It looks like one to me.

No, not paper. They were an acetate decal such as you'd find on a air or oil filter, and 38 was the only year to use it, though the Canadian-built 1938 cars used the traditional brass plate.

I think bizarre as much as rare. The remains of the decal are noteworthy, as are the bizarre sidemount covers. Of course the other mysteries are what happened to the engine and how sad this is now a basket case restoration - always frightful to wonder what else is missing. Pretty ominous looking 59 Caddy haunting in the background too...
