The mentioned ABE (Vehicle Type Approval) is a certificate of compliance, issued for a vehicle type and based on manufacturer's data. If a vehicle type based on its manufacturer's data complies to the national regulations then this vehicle type gets a Vehicle Type Approval. The process of getting this general approval is detached from a specific car and its age is irrelevant too. If Alex would install a trombone instead of an exhaust nothing would change as long as the vehicle type has a vehicle type approval.

To get a license plate a specific car with Vehicle Type Approval has to conform to the manufacturer's data. That would be the suitable moment to have an exhaust pipe installed instead of a trombone.

If manufacturer data for a vehicle type are not available a car needs a single certificate of exemption. For that purpose it has to be measured to ensure that it corresponds to the national regulations. Its origin, build quality and age are irrelevant.

A car which in probability will hardly be driven doesn't need a registration. The inner sense for a car registration is to drive it.

For many decades the data in the registration certificate are based on the so-called ABE ("Allgemeine Betriebserlaubnis" = Vehicle Type Approval). I don't know since when Germany has noise emission regulations but the current noise control regulation is older than 40 years.

Germany isn't a Banana republic but a country whose rules and regulations reflect serious moral values. Names, brands and prominence are irrelevant to register a car.

Ross, I believe that your neighbors would be less quick in counting Packards they are aware of. Our environment perception and brand awareness works selective. The old lady living next door could show you without thinking too much 21 gardens with roses in the immediate vicinity and would be surprised that you don't know all of them. Her aunt sorts single-family-homes in houses with and houses without nice curtains whereas her fat poodle divides the world in eatable and uneatable.

A certain person categorizes Packards in already registered and still to register ...

I don't know how many Chaikas passed me on that day but remember that after 30 to 45 seconds the motorcade changed from three rows to two rows. While I was focused on my brand spanking new camera's viewfinder to capture this moment I couldn't count them because I was a little boy and giddy with excitement.
