I am confused. I am negotiating the purchase of a 1939 Touring Sedan. It has a straight 8 and has all the markings stating it is a Super 8. The registration states it is a 120. Is this a modified car?

We'd have to know something about the car to consider an answer.

What's the vehicle number?
What's the motor number?
Distributor mounted on the cylinder head?

I think I saw that clunker on junkbay.

Either it's a Su8 with a 120 dashboard or a 120 with a Su8 front clip.

My guess is the latter.

Everything looks right, I just am concerned about what the registration states.

While the dash is in poor shape, it is clearly Super 8

That's a Super 8 dash alright, now if the distributor is on top of the motor instead of the side you would have the correct style motor too.

The inside door handles and window cranks are also specific to the senior model. The Eight (no 120 again until 1940) had different window trim. Also, the engine number on the registration card is Super 8 so if it actually matches what's in the car, it's a Super 8.

The Type 120 may be a designation of the state motor vehicle dept., a category of vehicle such as automobile, commercial vehicle, off-road vehicle etc., having nothing to do with Packard. And as PortlandDon points out, a Packard designation of 120 isn't applicable until the 1940 models.
