Please post a picture(s) of what a '31 handle looks like. A lock smith should be able to make a key.

The keyed handle was always passenger (curb) side only on most if not all prewar cars. With bench seats, it was easy to slide over to get out safely away from any traffic. If any RHD cars used the same handle, that would probably be your best bet, short of having one made.
