I have the same material as well. By the look and feel, I’d say it was the fire proofing material used at the time.

I'm rewrapping my armrest (39 Six) and it has what is likely the same material that looks like particle board, but with enough "paint/sealant" or finish that it is almost like a thin laminate.

My floor has wood. The other material is much more fibrous. It doesn’t seem to be particle board, it’s “spongy”, but I don’t think that is due to age. It is covering the steel firewall. So, I think it’s an insulating/fire proofing material.
EDIT: I do have this material UNDER the wood floorboard. Again, consistent with it being an insulating material.

Here is a bit from the 36 fact book. Suspect 37 used the same approach and materials but that fact book does not go into as much detail on how the insulation was constructed and positioned. 38 went to an all metal floor and body and seems to have the later insulation method for those bodies along with using some different materials.

When I was doing the refresh on my 37 I also found the material was flaking and a little soft so I used SPAR VARNINSH on it to help stabelize and bond it together.
This worked great NOTE: almost any penetrating finish in your shop could be used as you want it to soak in and help bond the upper fibers.
