You can find KD tools on-line atsjdiscounttools.com/manufacturers-kd-tools.html. I did a qucik check and did not see a #815.

They may have changed their part numbers. Maybe you can get the diameter of the #815 from Qwen_Dyneto that he used. Or maybe a phone call to KD at(800) 688-8949 might help.

I don't think you'll have any success contacting K-D, I tried that route about a year ago when the pilot shaft on my original K-D broke off, it's been NLA for many years. But simple enough to make one, yourself if you have a lathe or any machine shop should be able to make one in a half-hour. I've made several. Just mild steel is required. There are only a couple of dimensions that are important, the diameter of pilot that goes into the guide should be the same diameter as the valve stem and the diameter and width of the shoulder that contacts the top surface of the guide should be just slightly less than the OD of the guide so it can follow down into the guide bore. After that it's just personal preference. Dimensions and perhaps a couple of pictures available if you need them.

Here's a couple of drifts I've used. The larger black one with the broken pilot shaft is the K-D which incidently isn't specific to Packard but was suitable for many other makes of flat-head engines with removeable guides. You really need it's larger mass for removing guides. Though it can also be used for installing new guides I prefer the smaller and lighter ones as you can be a bit more precise with them, especially if you chill the new guides before installing. It's no fun to drive one in too far and have to back it out.

On the K-D, the pilot is 0.340" x 1-1/2 inches, length not critical. The second section is sized to fit within the guide bore, OD 0.555" x 2" length. Upper section to suit.

Larry, I said you can make the dimensions of the upper part "to suit", but remember that you'll probably be swinging your hammer with all the head studs still protruding above the block. So to avoid the chances of whacking a stud, make the upper portion at least 3-1/2 inches long so it protrudes above the studs and gives ample length for a good hand grip.

Here's a valve guide driver from Goodson (bottom)(GP-534-G) 11/32". If you're doing one or two using a hammer is ok but for sixteen you might consider pneumatic.
The other 2 in the pic are for checking bore size.

The powered type driver from Goodsongoodson.com/ is a PH-2229-G for the same size as the manual one in previous post. Using power will greatly reduce the time in changing all the guides.
The manual driver in my previous post is 6.5" long.
