Part number you gave, 396623 is part of Group 30.7805 and bodies that particular part fits is shown in first photo 2250-51-52- etc. and lists as lower with 2 per car.
Those body numbers are shown as to which model they correspond to in the second photo: Columns in order are Year, body #, chassis #, motor starting number, and model name. The third photo shows the moldings by group number 30.7805 is at bottom pointing to two pieces. The part number and designation under the group listing indicates it is the lower piece.

Thanks Howard,as I read it this moulding is lower front fender,1 of 2,1950 to 1954.Am I eding this correctly?Dave

48-49 22nd series only. That is indicated by the part fitting only those body numbers beginning with the 22xx designation. Fitting different years would be indicated by the listing having numbers beginning 23xx for 23rd series 49-50 models, 24xx for 1951, 25xx for 1952 and so on. In 1954 they jumped the designation to correspond to model year instead of series numbers -- 54xx, 55xx, 56xx.
EDIT: Perhaps the confusion is the way Packard designated the bodies in the first photo. All of those entries would be starting 22: 2250, 2251, 2252 etc
