I was looks the this plate from the 48-54 Parts List and it shows a carburetor Heat Shield (group 9.1115).
My car did not have this part on it. Did every car that left that factory have one of these? Or was it only used on certain years/models? Thanks,

Well I found my own answer.
There were two shields listed under that group number: 378405 (1948-1950 2BL Carbs) 2206-13-33; 2306-13-33 455670 (1954 4BL Barbs) 5406-13-26-31 So based on that, my 2bl Clipper did not come with one from the factory.

The cars without the shield use a different carburetor from the cars that do use the shield???

I think the heat shields for 48-50 were only on the 356's. I have a 356 from 1948 and one from 1950. They both have heat shields.

Well yes they did use different carbs. Almost every year change from Packard saw a newer Carter Carb being used during those years.
So it looks like the 2bl carbs they used in the 22/23rd series required the Carb Shield, where the 51-54 2bls did not. But the '54 4bls did need them.

JD is probably right. If you look at the part numbers, they are specific to certain models.

My 50 is bone stock and never had a shield. The glass filter is in relative terms somewhat close to the exhaust but has never been a problem.

The answers are all in the parts book but at the moment I'm a bit too lazy to look it up. But if memory serves, all the 356 engines thru 1950 had the carburetor heat shield in addition to the fuel pump shield. The Standard and Super Eights had the fuel pump shield but no carburetor shield. For those years where the 356-equipped cars came with only a single-action fuel pump (those equipped with electric wiper motors) I believe they still had the fuel pump shield.
