If the spring is not broken then squirt some snake oil on it and GENTLY tap it backand forth PARALLEL to the shaft and INLINE with the shaft. That will free it up.
If it's not real tite then move it by hand openeing and closing while sliding it in and out parallel to the shaft.

Did all that, even took manifold off and had it working smoothly. As soon as I replaced everything and the car heated up it started binding again. I will replace everything eventually but I want to use the car now and if the flap isn't open it will overheat.

Lubricate iberally with WD 40 etc etc, grip the counterweight with a vice-grip and work up and back until it moves smoothly. should last a while

Like, Brian, I did all that too and had it loosened up nicely. It still seems to bind up, but only at the very last bit of travel. It almost seems like it's the valve itself that is binding inside the manifold, as opposed to being a problem with the shaft.

My guess is the shaft is bent or worn. Thats why I'm replacing everything eventually. I`ve wired the counterweight in the down position and the temp seems to be ok

In my opinion, that shouldn't create a problem. I think the only use for it is cold start ups. I stopped worrying about it, because I rarely use my car when its too cold.

I disconnected the spring long ago. I also blocked the heat passages going thru the intake manifold. The car stumbles a little in the first few minutes, but runs fine after that. I also have the choke wide open all the time. Who drives in the dead of winter??

I will offer, if you do want to get it working fully, that the service manual says to lube the shaft with a mixture of graphite and kerosene as most types of lubricant will cause carbon buildup as they burn off when the manifold is hot.
