It's a heater for the rear passengers, it blows heat towards the back. There's a switch on the chrome piece surrounding the steering column that controls the fan on it.

Also on a side note (Off topic) when I start the 55 of a morning the starter motor makes a winding noise, as if the starter isn't engaging. Though once the car has warmed up you can turn the car on & off and she'll start with no problems.
I have had the starter rebuilt and a new starter solenoid. I am also using the torqueflite 727 g/box could this be something contributing to the problem as the starter motor bolts into the bell housing (i think from memory) Thanks

That carpet looks nice and clean. Do you have any more pics of your '55? I checked your profile and even your web page and did not see it. If you've posted it elsewhere, just let me know where. BTW, those underseat heaters work very well as I recall, sitting in the backseat of our 400 on cold Minnesota days. It's a really nice option.

If it's a winding noise and NOT a grinding noise then most likely it is a bad bendix (gear) in the starter. Does it have a Delco, Autolite or MoPar starter????
Also, in Delco and MoPar starters, the gear in the starter has a sprag clutch made onto it that can go bad too. PAY CLOSE attention to what brand and source the starter bendix is and let us know. THis is the second report of a 'rebuilt starter' bad bendix this week.
