It wasn't until some years later than Packard kept data on production by individual body style. But the 1946 combined production of the 1650 and 1651 models is given as 1291 units by several sources.

If you look at years where production is split out between the two styles of LWB vehicles (1953 and 1954), the sedan (w/o divider) was produced in numbers about twice those of the limo (w/ divider).

If you are looking for other owners of 1946 limos I may be able to help. I have owned one since 1971. It is the one in the 1946 photo archives of this website. Gray over black from the Warren National Packard Museum Car show.

A limousine (style 1650) would have a divider window. A sedan for 7 passengers (sometimes called an executive sedan), style 1651 would not have the divider. The 1650, because of the divider window, would have a non-adjustable front seat while the 7-pass sedan would. Otherwise essentially the same.
