Thank you all very much! I now understand what was missing. The only thing that disturbs me was the coil appeared to be overheating. With only the battery (- side) connected to the longer post it got very hot. This was a rebuilt starting solenoid from one of the major suppliers.So, I'm not sure exactly what's going on there........... I'm heading out to the shop (as I've finished my "honey -do " list for the day) as see if I can get some resolution. Thanks so much for the help!! With only the battery (- side) connected to the longer post it got very hot.
Am not sure what is going on either. With only the battery cables connected there should be no way the current can flow to anything else unless there is a problem inside the solenoid case with a connection or the relay. If the plunger is out at it's proper resting position and relay relaxed with nothing connected to the coil to bring it in there should be no way to get current past the battery terminal.

Thanks again. The voltage regulator in Packard 3 was used in 40. The terminal on the left goes to a set of contacts inside that are normally closed with one side connected to the case for a ground. When the cutout relay operates the contacts open and remove the ground from the starter button and solenoid relay so it can no longer operate thus providing the starter safety circuit. On 41 and later models they switched to a standard 3 terminal regulator and moved that wire over to the ARM terminal to pick up ground thru the generator.
Packard 4 is the R9 overdrive relay and should have nothing to do with the starter other than getting its power directly from the battery terminal on the solenoid.

After connecting the battery to the solenoid, I measured 6V on all of the other three terminals.
Unfortunate, because this is a rebuilt switch that had never been hooked up.........
