No. on dist. is MGL 6003 5B Should be IGP 4502B Do both take the same Vac. Adv.?

Tim (48pack-conv), the published --> diagram was for illustration purposes only to understand your problem. It shows a distributor of a Soviet car. Please totally ignore it, it isn't helpful anymore.
Let's have a look at your setup as seen at the pic below. As you can see the red marked guide rail is bent because one spacer is missing between slotted guide rail and rod To assemble your vacuum unit please try to disregard my bad English and follow the instruction. Go along with that picture. The page from the manual that HH56 published shows almost the same system. Please enlarge it and take a close look at item 394015 and 394016. Thereafter you'll better understand my drawing. Item 394015 equals to your "leftover". Its pointer allows a pinpoint read of your basic setting. Item 394016 is just a nut. Both items have pins like wings to hold them in place at the guide rail. Please note sequence and direction according to my drawing. Good luck! Attach file: (21.54 KB)

I just discover a second source of trouble (red marked). I think it is a kind of stop bolt but whatever it is it looks wrong mounted.
If I may venture a guess, I think you intermixed two fastening systems but again that is guesswork. Attach file: (24.45 KB)

Thanks for this explanation. I have connected the vac. adv. correctly but the new problem is that the vac. adv. does not move when a vac. pump is applied. I get no vac. at all indicating a fractured diaphragm. The number on my dist. does not correspond to any number in the Packard parts book. What I was asking is if you had the number from a dist. of similar design that I could get so I can find the correct vac. adv. for this dist. until I can obtain the correct dist. for this engine.

I think the A.E.A. publication should provide all the answers you need. The volume covering 1949 was just recently offered on eBay as a CD - very worthwhile asset to the serious autophile.
PS: The volume offered covered 1938 - 1949 and IIRC was about $10 + shipping.
