It could be very vexing but probably not to the Vexillologists!
 There is faint similarity to - this. While this Website may assist. Regarding the documentary on RAI, if the date of the film from which the image is taken is known, maybe you could narrow down which heads of state visited the USSR about that time? I'm presuming it is the USSR?
