There are some threads on site where Chrysler setups have been used but don't remember a Ford mention. If it hasn't been already it probably could be done.
None of the Packard hydraulic regulator pieces would work so you would need the entire Ford electric window regulator to provide the motor mount and gear/lift arm section. The question would be if the Ford windows (and regulator) traveled as far up/down as Packards and if the regulator mounting to the door would be simple or require a lot of fabrication. Electrical would also have to be considered. IIRC that era Fords used a dual relay setup for direction change so that would also have to be duplicated.

I believe West Peterson had some experience with using 1950's Lincoln electric units as a replacement. There is a short conversation on the subject here.
